[Fixed] Player_Pet_MaxFetishesCount doesn't work properly

I use this rule for Fetish Army with a SMK and it doesn't summon the FA all the time.
I'm using Player_Skill_IsNotOnCooldown (with tick) AND Player_Pet_MaxFetishesCount <= 0.
Seems like it has something to do with fetish sycophants, without the passive it works properly, with it the army is summoned randomly.
